As my buddy always likes to point out, if you shave your beard and cut the hair on the sides of your head you are as guilty as the one who receives a tattoo.
'Do not cut the hair at the sides of your head or clip off the edges of your beard." Leviticus 19:27 (the preceding verse)
I believe the context is talking about avoiding the mourning practices of the pagan religions that tried to appease false gods.
I don't think getting a tattoo is any more sinful than eating a BBQ Pork sandwich.
I never got a tattoo for the following reasons: I have never seen a tattoo that is 20+ years old that I liked. I know very few people that have a tattoo that have fewer than 10. (they must be addictive)

Like I said I'm nether for or against tattoos. (morally speaking)
But last night I saw a man at church with a witchcraft pentagram on his arm.
So I think.... This is a Wiccan here to disrupt service (which is very common)
Or
He gave his life to Jesus and is permanently scarred with a satanic symbol on his arm.

Excellent point. But.... I don't think you can compare tattoos to a temporary cosmetic change. According to God's will though one of those laws is no more important than another if you break any you have sinned just as much if you are following those laws. One of the biggest laws was keeping the Sabbath and Jesus even worked on the sabbath himself. I think it all depends on what is on your skin and your reasons for getting it. The whole thing is if we judge people with any of those laws and ignore another one like the hair cutting and make excuses for it, it then makes us a hypocrite. So it's either all or none. Moral law being and exception because it trancends mans law.

If you want to use the Law on others, so shall you be judged by the *whole* of the Law. The bible teaches us what sin is, so that we will not be ignorant and we can address sin in our own lives. As Paul said, it is not for you to decide what is sin for someone else. Worry about your own sin- that will probably consume all of your time. If it doesn't, you might want to start feeling around your eyeball for big pieces of lumber you may have missed.

when I put my post down that wasnt word for word I was pretty much saying what I remembered a PREACHER telling me that as long as the tattoo does not memorialize someone or glorifying the devil it is ok....and I wasnt saying the cross is devilish I was saying getting a cross or something similar is ok

Most "REAL LICENSED TATTOO ARTIST'S" wouldn't put satanic or gang related tattoos on you anyway.
I have 4 and intend to get more but that's my choice. After my last one a religious friend at work asked my "Why did you do that", to which I said "because I can" he followed with "Don't you like your skin"...........Response "I like my skin just fine, now mine's a little more different than everyone else".
